Focus on the new Packaging and Packaging Waste Regulation

 

The Packaging and Packaging Waste Directive was initially published in 1994 and amended for the final time in 2018 to include more ambitious EU packaging recycling targets. As part of the Green Deal, the Packaging and Packaging Waste Regulation (PPWR) will replace the Directive and is expected to enhance the previous provisions by revising requirements as well as being turned into an EU Regulation. The PPWR applies to all packaging, regardless of the material used, and to all packaging waste, whether such waste is used in or originates from industry, other manufacturing, retail or distribution, offices, services or households.

 
 

The anticipated revisions encompass:

  • Enhancing packaging design to encourage reuse and recycling.

  • Establishing requirements for specific recycled content in packaging.

  • Implementing obligations concerning excessive packaging.

  • Enforcing obligations concerning packaging waste management.

  • Harmonising sorting instructions across member states.

Choosing the right packaging and holding the right information and minimisation dossier will become crucial in the future. Companies will need to ensure both their formula and packaging is compliant with this Regulation. Cosmetics businesses will have to know the composition, the recycled content and the specifications of the packaging they will use. Choosing the right product and the right partner will be important.
