What is the Circular Economy Action Plan?
In March 2020, the European Commission introduced the new Circular Economy Action Plan as a fundamental component of the European Green Deal. This initiative aims to steer the EU towards a circular economy model, easing strain on natural resources while fostering sustainable economic growth and employment opportunities.
The new action plan outlines a range of strategies spanning the entire lifespan of products. It focuses on product design, promotes circular economy practices, advocates for sustainable consumption, and strives to minimize waste generation while maximizing resource retention within the EU economy. The plan includes both legislative and non-legislative measures; of particular relevance for the cosmetics sector we can highlight are the following:
Green Claims Directive
This new directive will impact all sectors significantly, particularly concerning the obligation to substantiate environmental claims to safeguard consumers from greenwashing. Anticipated measures include prohibiting the use of vague environmental statements lacking evidence, such as "environmentally friendly," "natural," "biodegradable," and "eco."
Regulation on Eco-design for Sustainable Products
The Regulation on Eco-design for Sustainable Products sets new requirements aimed at enhancing product longevity, dependability, reusability, repairability, ease of maintenance, refurbishment, and recyclability, while also promoting energy and resource efficiency.
Furthermore, specific information requirements for products will inform consumers about the environmental ramifications of their purchases. Every regulated product will have a Digital Product Passports (DPPs), simplifying repair and recycling processes and aiding in the tracking of hazardous substances throughout the supply chain.
Packaging and Packaging Waste Regulation (PPWR)
The PPWR is undergoing revision and is expected to enhance the previous provisions by revising requirements as well as being turned into an EU Regulation.
