What is the Chemical Strategy for Sustainability?
The Chemicals Srategy for Sustainability (CSS) is a pivotal component of the European Green Deal, designed to harmonise chemical management across all sectors. It represents a comprehensive framework aimed at enhancing the protection of human health and the environment while fostering innovation and competitiveness in the chemicals sector.
The CSS is moving away from specific risk assessments to a Generic Risk Assessment (GRA) approach and aims to establish a simpler “one substance one assessment” (OSOA) process for the risk and hazard assessment of chemicals. This extension of the use of GRA will have a huge impact on formula management and innovation as groups of hazardous substances will end up being automatically regulated based on their hazard.
The CSS will extend the GRA beyond carcinogenic, mutagenic and reprotoxic chemicals (CMRs) to further hazard classes to restrict the use of the most harmful chemical substances, while allowing limited exemptions (notably Essentiality and Mixture Assessment Factors [MAFs which aims to address the cocktail effect of chemicals from various uses]). It is not yet known how extensive this widening of scope will extend, but it is expected to at least cover Endocrine Disruptors (EDs) and certain environmental classifications such as persistent, bioaccumulative and toxic (PBT) and very persistent and very bioaccumulative (vPVB) over time.
The Main legislative acts under review to align with the CSS are The Cosmetics Regulation, Registration, Evaluation, Authorisation and Restriction of Chemicals (REACh) and Classification, Labelling and Packaging (CLP) Regulation.
