About the Compliance Journey Package

All cosmetic products launched on the market in Great Britain or the European Union must comply with the requirements of the UK or EU Cosmetic Products Regulation respectively before they are made available to consumers.

The Compliance Journey Package is a ‘ready to market’ package inclusive of the steps needed in order to achieve initial GB and/or EU regulatory compliance.  

As many of our customers have their own arrangements in place, our package does not include the generation of a  Cosmetic Product Safety Report but a supplementary service can be provided if requested.

What is involved in a Compliance Journey?

A number of steps are involved in the completion of a compliance journey. Our team will guide you through the process and provide the support needed at each stage.

Positioning and Classification

Bloom will help you identify key claims and functions and assess any red flags (e.g. medicinal claims) that could impact your product’s classification to help position your cosmetic products effectively.

Confirmation of Responsible Person (RP)

To fulfil legal obligations, a responsible person is required. Bloom can help guide you through the available options and help you to choose the most suitable option for your brand.

Formulation Check

Our team will review your formulations to identify any potential current or upcoming compliance issues and provide recommendations for adjustment.

Cosmetic Product Safety Report Commissioning and/or Audit

Where Bloom is commissioning the CPSR on your behalf, we will compile the relevant documents from your manufacturer and arrange for a CPSR to be produced. 

On completion of the CPSR, Bloom will review the conclusion and recommendations and ensure they meet regulatory standards.

Product Information File Compilation

The necessary documentation is compiled from your manufacturer, version controlled and placed in an easily retrievable and traceable location in case of inspection and to help facilitate any notification or registration processes.

Label Support

Bloom will review your labels, create ingredient lists, review mandatory labelling requirements, provide any warnings, offer advice on recycling information, and offer translations requirements (if necessary). We can also include environmental labelling preparation for EU countries.

Claims Support

To communicate your product's benefits it is important to ensure the claims are substantiated with robust data and we will be happy to provide recommendations on how best to ensure compliance and maintain brand identity in relation to your proposed product claims.

Notifications

Before launch, Bloom will notify your products on the Submit Cosmetic Product Notification portal (SCPN) for GB or the Cosmetic Product Notification Portal (CPNP) for the EU.

PIF Finalisation

Bloom will do a last review to finalise and validate your PIF and ensure completeness and accuracy.

Statement of Compliance

This statement affirms that your products meet regulatory requirements in your chosen market(s).

Ongoing Compliance Support (6 months)

Our team will set up ongoing compliance support to maintain regulatory compliance after product launch as the landscape is forever changing. The package includes support for 6 months during which we will monitor the ongoing compliance of your formula and support with cosmetovigilance. We can also continue this as a separate service once your initial 6 months have passed.

Timelines

Providing all information is available at the start of the project, we can complete the process in around 6-8 weeks.  However, we usually find that most brands allow 6 months for the label printing and manufacturing processes to run alongside the compliance journey.
